  • According to a statement released by China’s National Health Commission, China has administered more than 1.8  billion COVID-19 vaccine doses.
  • August 11, 2021  China reported 111 new confirmed cases, including 28 imported cases (12 cases in Zhejiang, 5 cases in Yunnan, 4 cases in Shanghai, 3 cases in Sichuan, 2 cases in Guangdong, 1 case in Tianjin, and 1 case in Shandong) and 83 local cases (54 cases in Jiangsu, 14 cases in Hubei, 7 cases in Henan, 5 cases in Hunan, 2 cases in Yunnan, and 1 case in Beijing); no new deaths; no new suspected cases. The country recorded 30 new asymptomatic infections, including 23 imported cases and 7 local cases (5 cases in Hubei and 2 cases in Henan); 498 cases of asymptomatic infection are still under medical observation (392 imported from abroad).

  • Beijing has announced a series of measures imposing travel restrictions on people travelling from medium-risk or high-risk areas to combat the recent outbreak of the COVID outbreak.Local personnel in the counties (cities, districts, and autonomous banners) where the medium-risk or high-risk areas are located are temporarily not allowed to enter Beijing until the whole region is labeled a low-risk area.Local personnel from other counties (cities, districts, and autonomous banners) within the prefecture-level city where the medium-risk or high-risk areas are located shall not visit Beijing unless necessary. Those who need to enter Beijing must present a negative nucleic acid test certificate within 48 hours before boarding the plane or train. Health monitoring will be carried out for 14 days after arrival in Beijing, and nucleic acid tests will be carried out on the day of arrival and at the end of 7 days.People from regions that are not prefecture-level cities where medium-risk or high-risk areas are located do not have to provide a negative nucleic acid test certificate when entering Beijing.

    In addition, it’s reported that Beijing Daxing International Airport has suspended flights from 15 cities, including Yangzhou, Nanjing, and Zhangjiajie, etc.

The country recorded 38 new asymptomatic infections, including 18 imported cases and 20 local cases (18 cases in Hubei and 2 cases in Henan); 501 cases of asymptomatic infection are still under medical observation (387 imported from abroad).

  • Shao Yiming, leading expert from the Chinese Center for Disease Control and Prevention, said in an interview on August 8 that there is no need for people who have been vaccinated within one year to receive a booster shot. According to him: “At present, it seems that the antibody level will decrease over time after vaccination with all vaccines. But the immune memory is still there, so an infection that stimulates a strong memory response in a very short period of time can cause a surge in antibodies. There is not enough evidence to suggest that a third dose of vaccine should be given to the entire population. According to primary observation, there is no need for booster vaccination for the general population within one year of completion of immunization.”However, Shao emphasized that China is still studying the exact time for conducting booster shots. Also, it is under research whether it is necessary to carry out booster shots for special groups, such as the elderly, patients, and people who work in high-risk areas.

  • On August 8, 2021, Henan’s daily COVID-19 infections outnumbered that of Jiangsu Province, the epidemic center of this round of outbreaks, and Henan’s high-risk areas reached 8, the most among provinces in China. Henan is becoming the new battleground in fighting with the latest resurgence of COVID-19. Between July 31 and August 8, Henan reported 90 domestically transmitted confirmed cases and 51 local asymptomatic COVID-19 cases.
  • According to President Xi Jinping’s written message to the first meeting of an international COVID-19 vaccine cooperation forum, China promises to provide 2 billion doses of COVID-19 vaccines to other countries in 2021. China will also donate US$100 million to the COVAX global vaccine distribution scheme, a program led by the World Health Organization (WHO) that aims to ensure vaccine supplies are sent to poorer countries. Sinovac Biotech, one of the major vaccine suppliers of China, has signed cooperation agreements with 20 foreign countries involving around 900 million COVID-19 vaccine doses.

  • At 14:30, August 4, 2021, Shanghai held a press conference to release the investigation results of the recently confirmed COVID-19 case on August 2, 2021, and the source of infection has been identified. The 53-years old confirmed case who works as a driver in Pudong International Airport was diagnosed as an ordinary type of infection. Gene sequencing results showed that the infection belonged to the Delta variant strain. It was found not linked to recent local outbreaks in other regions of China,but had high homology with the Delta variant from abroad. The epidemiological investigation found that the case had no contact with relevant cases, asymptomatic infected persons, or close contacts in other provinces and cities 14 days before the onset of the disease and had no travel or living history in medium-high risk regions in China or contact history with imported cold chain logistics 14 days before the onset of the disease. At the same time, the field investigation found that on July 22 and 23, 2021, the case had exhibited a high-risk behavior of unlocking protective clothing in a polluted environment. The onset time of the cases is consistent with the incubation period of COVID-19. As of 14:00, August 4, 2021, the nucleic acid tests for all close contacts and the close contacts of the close contacts were all negative.

  • Shanghai reported one domestically transmitted case on Monday, August 2. The confirmed case was a 53-years old driver working in Pudong International Airport. The residential community the confirmed case lives in has been categorized as a medium-risk area, with the rest of Shanghai still low-risk.

  • This outbreak related to Nanjing has become the most widespread coronavirus outbreak in months, with more than a dozen provinces and over 20 cities reporting newly confirmed domestic transmitted cases in the past 10 days.
  • Zhengzhou, the flooded city in Henan Province, was caught by the coronavirus. After the first asymptomatic case was noticed on July 30, last Friday, Zhengzhou reported 13 confirmed cases and 48 asymptomatic cases over the weekend. Zhengzhou has been under lockdown since Sunday, with all traffic being banned in the city except vehicles for disease control, logistics, ambulance, and firefighting services. According to the gene sequencing results, the Zhengzhou outbreak was caused by the Delta variant strain. However, the virus was found not linked to the recent Nanjing outbreak, but had high homology with the Delta variant of two confirmed patients who come from Myanmar and are treated in the hospital of Zhengzhou.
  • Beijing reported two new confirmed cases and one asymptomatic case on Sunday, all from one family who returned from Zhangjiajie, Hunan Province. Virologist Zhong Nanshan told reporters on Saturday: “Zhangjiajie has now become the new ground zero for China’s epidemic spread.” Beijing announced travel restrictions to combat the spread of the Delta variants: Residents are advised not to leave Beijing, except for essential purposes. Those who are currently in mid- or high-risk areas cannot enter Beijing.

  • Beijing recorded two COVID-19 cases Wednesday and Thursday, its first two cases in nearly six months. These two cases are a husband and wife who had recently traveled to Zhangjiajie, Hunan Province, which has been linked to the latest Nanjing outbreak. Three confirmed cases in the city of Dalian, Liaoning province,  visited Nanjing airport before traveling to Zhangjiajie for a popular live show. More than 3,000 people attending the live show were regarded as “high-risk” and need to test and go through quarantine.

  • Will the recent COVID-19 outbreak in Nanjing get out of control or get worse? Zhang Wenhong, China’s Dr. Fauci, made a post analyzing the recent COVID-19 clusters related to Nanjing on July 29. According to him: “The epidemic in Nanjing follows the rule of ‘point-linear-diffusion’. At present, if we take Lukou Airport as an outbreak point, it spreads to various provinces and cities along the air route. At present, the cases in other provinces and cities are basically found in the screening of relevant key groups, and they are still in the transmission line related to Lukou Airport. In other provinces and cities, no cases of community-spread cases without source have been found, which indicates that the epidemic is still under control. If no more second-generation and third-generation cases occur in the following 1-2 weeks, the scale of this outbreak will still be limited to Nanjing.In Nanjing, the main characteristic was the family cluster of people infected at Lukou Airport.   • COVID-19 cases in Nanjing, Jiangsu Province reached the highest since February. The city reported 47 new domestic transmitted cases on Wednesday, bringing the total confirmed cases to 153. Local health authorities said the recent outbreak was caused by the Delta variant. Jiangsu Province has raised its epidemic risk levels, bringing China‘s number of high-risk areas to 5 (4 areas in Jiangsu and 1 area in Yunnan) and medium-risk areas to 41 (37 areas in Jiangsu, 2 areas in Yunnan, 1 area in Sichuan, and 1 area Liaoning) as of July 27. Starting from Tuesday, Nanjing has been virtually put in lockdown with the operation of eight long-distance bus stations suspended. Residents are advised to stay indoors and taxis are required not to leave the city.

  • In the past week, COVID-19 outbreaks have been observed in Jiangsu, Liaoning, Sichuan, and Guangdong in addition to Yunnan Province. It has become more challenging to continue the usual zero-tolerance approach with new highly contagious variants, such as the Delta virus. For the Nanjing outbreak in Jiangsu Province, most cases broke out among people who have been fully vaccinated. This does not mean the vaccines are ineffective—the vaccines have protected those infected from getting severely ill and the course of the disease is much shorter. However, experts are urging people to continue observing preventive measures, such as wearing masks. It’s also being reported that China is considering adding a booster shot for people who have received inactivated-type vaccines.

  • Nanjing, the capital city of Jiangsu Province, has told its citizens not to leave the city unless necessary after 9 domestic transmitted cases were found among airport workers. Another 3 cases were confirmed in the later analysis. These local cases tested positive in a routine round of nucleic acid testing at the airport. Several communities have now been labeled medium-risk areas. Jiangning District has begun mass testing for all residents. Public transport disruption and road closures might occur. Anyone who needs to leave Nanjing must produce negative results of the COVID-19 test within 48 hours. Individuals who recently traveled to Nanjing might be required to go through quarantine procedures by the local governments of other cities.

  • China Southern Airlines is reported to be the first Chinese airline to test a COVIDd-19 travel pass launched by the International Air Transport Association (IATA), a group representing about 290 airlines around the world. The IATA Travel Pass is a mobile app that helps travelers store and share verified certificates for COVID-19 tests or vaccinations. The app is now in the testing stage and the official launch date was not given. IATA hopes the free-to-use mobile app will help countries to reopen borders and restart air travel without the need for quarantines. Nevertheless, the launch of the IATA Travel Pass is only a first step and will require coordination from different governments to achieve global adoption, which will be challenging.   • China reportedly has plans to use the BioNTech mRNA vaccine as a booster shot for people who have received inactivated-type vaccines, as per Caixin citing certain sources. According to Fosun Pharma, the co-developer and sole agent of the BioNTech vaccine in Greater China, the BioNTech shot is currently under the administration review stage. Nevertheless, it is too early to draw conclusions about whether the BioNTech vaccine will be included in China’s vaccination list as a candidate vaccine, or as a booster vaccine, or whether it will be administered for free or must be paid for.

  • The period between June 19 to July 2 has seen no new domestically transmitted COVID-19 infections in Guangdong for 13 days. It is fair to say that Guangdong has successfully got the latest coronavirus outbreak under control. It proves that China’s way of combating COVID-19 transmission still works, even with the highly infectious Delta variant. By far, the vaccination rates in many of China’s big cities have reached 70 percent to 80 percent, though the smaller cities and rural areas are yet to catch up. China is expected to have 70 percent of the target population fully vaccinated by the end of this year and form herd immunity. China’s top epidemiologist Zhong Nanshan previously said that to achieve herd immunity, China needs a vaccination rate of 83.3 percent, assuming the vaccine has a protection rate of 70 percent, or at least at an inoculation rate of 72.9 percent if the vaccine is 80 percent effective.

  • Dongguan, the major manufacturing hub in south China’s Guangdong Province, launched mass COVID-19 testing for its citizens after two new cases infected with the Delta coronavirus variant were reported in the city. This is also the first time the Delta variant has hit the country. Strict disinfection and quarantine measures since May 21 have led to congestion of vessels in Yantian International Container Terminal, one of China’s busiest container ports. Normal operations are expected to resume by the end of June. Even so, traffic in other major ports in Guangdong remains high. Experts, however, state that the impact of ports congestion in Guangdong could be bigger than the Suez Canal incident.

  • According to a statement released by China’s National Health Commission, China has administered more than 1 billion COVIDE-19 vaccine doses, an astonishing milestone that comes as the country accelerated the vaccine campaign. This number is remarkable as China only reached its first million administration doses on May 27, which was two weeks behind the US. The local outbreaks in Anhui, Liaoning, and most recently in Guangdong, have prompted citizens to get vaccinated. According to Xinhua, “it took China 25 days to climb from 100 million doses to 200 million doses, 16 days to increase from 200 million to 300 million, and six days from 800 million to 900 million”. China aims to inoculate at least 70 percent of its population by the end of the year. If China keeps up the current pace of vaccination, this target can hopefully be achieved.

  • On June 1, 2021, the World Health Organization (WHO) validated the Sinovac-CoronaVac COVID-19 vaccine for emergency use. The vaccine is produced by the Beijing-based pharmaceutical company Sinovac, with an efficacy rate of 51 percent or so. This is China’s second COVID-19 vaccine approved by the WHO, the first being the one developed by Sinopharm Beijing. Another vaccine developed by Kangtai BIotechnology was tested in Shenzhen. This vaccine is still in the process of applying for approval.

  • On May 9, Fosun Pharma announced that it will set up a 50-50 joint venture with the German biotechnology company BioNTech to co-produce the mRNA Covid-19 vaccine developed by BioNTech SE and Pfizer (BNT162b2 or Comirnaty) for the China market. According to the announcement, Fosun Pharma intends to invest no more than US$100 million in cash and/or tangible or intangible assets (including plant and production facilities, etc.), and BioNTech intends to invest no more than US$100 million in intangible assets such as related production technology and proprietary technology license. By far, however, the BNT162b2 is still in phase II clinical trial in China (excluding Hong Kong, Macao, and Taiwan). Fosun Pharma and BioNTech reached a strategic cooperation agreement in March 2020.   • According to a notice released by Shanghai Municipal Health Commission, starting from March 29, 2021, Shanghai will include foreigners of appropriate ages in the city into the program of getting the domestically-developed COVID-19 vaccine on the basis that they are informed, voluntary, and willing to be inoculated at their own costs and bear corresponding risks. Those foreigners who are willing to be inoculated may book the vaccination appointment online via Jiankang Yun (Health Cloud) APP, and each will receive in total two doses of domestically developed inactivated vaccine now available in Shanghai. If the foreign individual doesn’t join China’s medical insurance scheme, then they should bear the cost of RMB 100 per dose on their own.

  • Breaking News: China will ease entry restrictions for foreigners inoculated with Covid-19 vaccines made in China, according to some Chinese embassies (See here). The said visa facilitation applies only to applicants who have been inoculated with COVID-19 vaccines produced in China (either having received two doses of Chinese-made vaccines with the stipulated gap in between, or having received a single-dose Chinese-made vaccine at least 14 days prior to the application) and obtained the vaccination certificate. A proof of a negative COVID-19 nucleic acid test result and the Health and Travel Record Declaration Form for Visa Application are no longer required. The new rules in some places have taken effect on March 15, 2021. In addition, according to China’s foreign minister Wang Yi, the country plans to issue international electronic health certificates and implement mutual recognition of other countries’ nucleic acid testing and inoculation, to allow “a healthy, safe, and regulated new order for cross-border exchanges of people.”

  • Recently China’s anal swab test for coronavirus has stroked some debates, especially when Tokyo complained that such tests had caused great psychological pain on some Japanese travelers. Anal swab test is an additional test to nasal or throat swab test. Such tests are said to be more sensitive in infection diagnosis since coronavirus traces can be detectable in the anus for longer than in the respiratory tract. According to official instruction, the anal swab test is performed with a sterile cotton swab that is inserted three to five centimeters into the anus before being gently rotating out. And the traveler may submit stool samples instead of accepting the tests directly. By far, several Chinese cities have been reported for such tests, such as Beijing, Shanghai, Qingdao, and Xi’an, but the policy is implemented differently. In Beijing, all international travelers are said to be subject to the anal swab tests, while in Shanghai, whether such tests are required will be based on the comprehensive evaluation of the traveler’s health situation, the COVID-19 test results of the people on the same airplane, and the COVID-19 control situation of the region where they come from. Anal swab tests are not exclusive to international visitors. Such tests are performed on the local population as well in January when several cities suffered cluster outbreaks. And anal swab test is not unique to China, with Galicia, a Spain city, as another example to perform the test on selected groups.

  • In the recent COVID-19 outbreak in Shanghai, 16 locally transmitted cases were identified between January 20 and January 26. However, thanks to the quick and precise measures adopted by the Shanghai Municipal Government, this round of outbreak is now basically under control without further need for mass testing of its whole population. On January 27, the number of newly confirmed cases stopped increasing. Amid the new wave of sporadic COVID-19 outbreaks, Shanghai’s experience is something that can be learned from by other cities.

  • Northeast province Heilongjiang Province reported 43 confirmed locally transmitted cases and 68 asymptomatic cases on Wednesday, January 13. Heilongjiang government has decided to implement mass testing and lockdowns to control the outbreak. It also urged people not to travel for the Lunar New Year. As of today (January 14), China has two high-risk areas (1 in Shijiazhuang, Hebei and 1 in Suihua, Heilongjiang), 70 medium-risk areas (7 in Beijing, 29 in Hebei, 9 in Heilongjiang, and 25 in Liaoning).

  • New curbs are reported in areas surrounding Beijing on Tuesday, including Shijiazhuang, Xingtai, and Langfang, putting 22.3 million residents under lockdown, as new COVID-19 infections raise worries about a second wave. Meanwhile, officials in the city of Langfang in Hebei said residents will be put under home quarantine for seven days and be subject to mass COVID-19 testing. It was reported late Monday that the Gaocheng district in Shijiazhuang, Hebei’s capital, hardest-hit in the latest surge in infections, will place 20,000 people living in 15 remote villages into a centralized quarantine as part of the city’s epidemic control efforts.

  • The recent COVID-19 outbreak in Hebei has pushed the government to impose a de facto lockdown in its capital city Shijiazhuang, which accounted for most of the confirmed cases of Hebei Province. The rail, air, and highway connections to Shijiazhuang have been suspended, and local schools and kindergartens have been closed, to prevent the further spread of the virus. Shijiazhuang has been testing all its 11 million population starting from January 6, 2021, and the Gaocheng District of Shijiazhuang has been categorized as the only high-risk region. Hebei government has urged the residents to host banquets or inviting relatives and friends from other places to attend weddings or funerals during and after the Lunar New Year period, to combat the virus transmission.

  • January 4, 2021 – China reported 33 newly confirmed cases, including 20 imported cases (6 cases in Shaanxi, 4 cases in Shanghai, 3 cases in Sichuan, 2 cases in Guangdong, 1 case in Tianjin, 1 case in Shanxi, 1 case in Inner Mongolia, 1 case in Liaoning, and 1 case in Fujian) and 13 local cases (6 cases in Liaoning, 4 cases in Hebei, 2 cases in Beijing, and 1 case in Heilongjiang); no new deaths; no new suspected case. There were 40 new asymptomatic infections (26 cases imported from abroad); 294 cases of asymptomatic infection are still under medical observation (240 cases imported from abroad).
  • January 3, 2021 – China reported 24 newly confirmed cases, including 16 imported cases (6 cases in Shanghai, 2 cases in Fujian, 2 cases in Guangdong, 2 cases in Shaanxi, 1 case in Beijing, 1 case in Tianjin, 1 case in Inner Mongolia, and 1 case in Liaoning) and 8 local cases (4 cases in Heilongjiang, 2 cases in Liaoning, 1 case in Beijing, and 1 case in Hebei); no new deaths; no new suspected case. There were 8 new asymptomatic infections (all imported from abroad); 269 cases of asymptomatic infection are still under medical observation (225 cases imported from abroad).
  • January 2, 2021 – China reported 22 newly confirmed cases, including 14 imported cases (4 cases in Shanghai, 3 cases in Tianjin, 3 cases in Guangdong, 1 case in Liaoning, 1 case in Fujian, 1 case in Shandong, and 1 case in Shaanxi) and 8 local cases (7 cases in Liaoning and 1 case in Beijing); no new deaths; 1 new suspected case, imported from abroad (in Shanghai). There were 21 new asymptomatic infections (18 imported from abroad); 280 cases of asymptomatic infection are still under medical observation (229 cases imported from abroad).
  • January 1, 2021 – China reported 19 newly confirmed cases, including 10 imported cases (5 cases in Shanghai, 2 cases in Guangdong, 1 case in Fujian, 1 case in Yunnan, and 1 case in Shaanxi) and 9 local cases (5 cases in Beijing and 4 cases in Liaoning); no new deaths; 1 new suspected case, imported from abroad (in Shanghai). There were 19 new asymptomatic infections (16 imported from abroad); 279 cases of asymptomatic infection are still under medical observation (227 cases imported from abroad).

Managing the impact on your China business

On September 23, 2020, China’s Ministry of Foreign Affair (MFA) released the Announcement on Entry by Foreign Nationals Holding Valid Chinese Residence Permits of Three CategoriesFrom 0 a.m., September 28, 2020foreigners with valid residence permits for work, personal matters, and reunion, have been allowed enter the country without needing to re-apply for new visas. If the above residence permits expired – after March 28, 2020 – the holders can re-apply for relevant visas by presenting the expired residence permits and relevant materials to the Chinese embassies or consulates. The re-application must be on the condition that the purpose of the holders’ visit to China is unchanged. China had suspended the entry of most foreign nationals from March 28, 2020 as a disease control strategy to contain and eliminate the spread of coronavirus (COVID-19) within its territory. While most businesses in China restarted operations in March, once the COVID spread had slowed down to manageable levels, many employers, especially small business owners, remained under big pressure to sustain operating costs and maintain cash flow due to the impact of the outbreak. At the same time, the global spread of COVID-19, including poorly contained outbreaks in several countries, has necessitated the world’s biggest ever technology experiments to establish new work arrangements as businesses seek to effectively utilize their employees, minimize physical contact, and navigate the temporary international travel bans in place. Throughout the year, businesses across the world have had to make almost real-time decisions to guarantee the very survival of their firms and operational continuity and sustainability, and have adapted to sudden changes based on limited knowledge and/or resources. The decisions, made during the initial recovery period, will now likely become permanent. They include shifts to digitize workflows and customer relationships, reduction of global business exposure and localization strategies, upgrades, upskilling, and retooling of key resources, investments in new technology and areas depending on the shifts in business strategy, and a stronger focus on staff well-being to offset the pressures of living and working amid an ongoing pandemic. Going forward, companies must keep continuous track of their business health and exposure to any new waves of the outbreak, both, in China and across the world. Firms should start planning their 2021 budgets now while keeping in mind the wait for a COVID vaccine. The pandemic has dented economic growth and greatly influenced consumption behavior and the pace of supply-demand recovery, which will affect sales forecasts. Global businesses should check on the viability of receiving shipments on time and make contingency plans if in doubt as well as monitor for market demand and industry trends. Finally, it may not all be bad news. There are always winners and losers during difficult times. Well prepared and managed businesses will survive and ultimately gain market share in the longer term. Now is the time to plan ahead and implement decisions based on the insights gained over the last several months. Strategies may need to be revisited along shorter timelines with shifting goalposts. It is, however, important to establish company bottom lines and communicate these clearly across the organization; risk mitigation strategies are also necessary for the survival and stability of operations.
